Introduction

Automated Data Processing division of Sri Lanka Customs was established with the introduction of computer system in 1992.

Initially this division performed as a project office with 8 staff members & two consultants to introduce ASYCUDA (Automated SYstem for CUstoms DAta) system in Sri Lanka Customs.

Processing of Customs declaration through ‘Asycuda’ system was first introduced to imports section and later extended to exports and Bonds division.

Asycuda software system was upgraded to Asycuda++ in 1998 and it is used possible to electronic lodgment of Cusdecs.

The main tasks of the Automated Data Processing division are to maintain the Asycuda system and other systems in all the Cusdec processing sites of the department. This division also handles upgration of software and hardware.

In addition ADP Division provides statistic & management information to the internal and external clients.

Functions

  • Maintain and upgrade of ASYCUDA++System, Cargo Control System, Motor Control System and THINETH System.

  • Development of the software related to Customs functions

  • Expansion of the system to non computerized areas of the department

  • Addressing day to day problems of the system

  • Provide training to the customs staff and other stake holders

  • Registration of importers and exporters into the system

  • Maintain of Customs web site

  • Provide technical assistance to the other divisions of the department.

EDI Implementation at Sri Lanka Customs

History
In 2002 under the direction of Ministry of Trade and Commerce, a committee called advisory council was established to co-ordinate between stakeholders to drive the EDI (Electronic Data Interchange) project in Sri Lanka.

A service provider was selected and they were entrusted to act as the data interchange hub between the stakeholders. The service provider developed the software to built up the user interface between importers and the service provider, through which data can be interchanged.

The Customs and the service provider, after studying the procedures and soft ware used by both the parties, developed the messaging format between the parties.

Present Status
This message interchange was tested for sometime and implemented on testing basis in March 2004 and now functioning on commercial capacity. About 5000 Customs declarations are submitted electronically per month. There are about 500 importers; exporters and declarants use this facility.

Nine government organizations were selected to give priority to connect with Customs and several meetings were held to establish the connection between those organizations. The message testing was stated with five ships agents and it is in progress.

The Customs has established as a new EDI office and it will be opened in next month to implement the project in full. This office will operate with a larger number of staff to enable the electronic connection of more and more importers, Exporters and declarants.

The Customs ADP Division (Automated Data Processing Division) has upgraded their hardware and software to handle the future situation.

Future
More staff were trained locally and internationally to handle Oracle Data Base Management, Unixware Operating system and also data communication and networking.

Srilanka Customs is looking foreword to implement the more upgraded version of Asycuda called Asycuda World in the near future.

Frequently asked questions

What I can get from the ADP Division?
1. You can get import/export details : You can ask for details of your past imports/exports from us.
2. General import/export deatils : You can request for general import/export statistics, but with the result
importer/exporter particulars being revealed.
3. Registration in the Automated Customs Cargo Entry System of Sri Lanka (ACCESS)
How can I register? What I have to produce?
Step One:
Obtain Business Registration Certificate (BRC), if a BOI enterprise, obtain BOI approval/registration.
Step Two:
Obtain VAT and TIN certificates from the Inland Revenue Department.( VAT Branch, Department of Inland Revenue, Colombo 01)
Step Three:
Registration at Customs
You have to produce:
I. A duly filled ACCESS registration form.
II. Original and photocopies of Business Registration Certificate and Form 48.
III. Original and photocopies of the TIN and VAT certificates.
IV. Original and photocopy of National Identity Card/ Passport / Driving Licence of two directors.

What is the registration fee?
This is free of charge
Will I get my original document back?
Yes, immediately after registration into the system (ACCESS).
Can I register in absence of any of those documents?
Most unlikely.
Can I clear my consignmnet immediatelyt after registration?
No. Enforcement division will monitor your VAT No till the following day. You can submit
your CusDec declaration on the following day morning.
Have I to be present personally for registration?
No
Why my CusDec is not accepted by the system?
Your VAT No is suspended by the Inland Revenue Department or your VAT No is suspended in one
of the enforcement division of the Customs Department.
What I have to do?
You have to call the ADP division and findout the reason.
What type of statistic reports I can get from ADP Division?
Basically any type of general statistics what is published by customs department are released to the public.
For example quantity, value and country of origin for any commodity imported or exported are released
without any restriction.
What informations are restricted to obtain?
Trade informations of any importer or exporter are not released to a third party. The statistics related to
somebody’s own can be released.
How much I have to pay to get trade statistics?
The charges are specified according to the government gazette published for this purpose
Can I get statistics on floppy diskettes?
Yes. You have to provide blank diskette required.
How can I apply for a report?
You have to request in writing.
