Authorized Economic Operator (AEO) Programme – Sri Lanka Customs
Sri Lanka Customs is committed in promoting trade facilitation and enhancing supply chain security in line with international best practices. The Authorized Economic Operator (AEO) programme is a flagship initiative that recognizes reliable and compliant businesses engaged in international trade.
Through this programme, companies that demonstrate strong compliance, financial stability, proper record management, and robust safety and security standards are recognized as trusted partners of Customs.
Who Can Become an AEO?
The AEO programme is open to a wide range of stakeholders in the international supply chain, including:
● Importers and Exporters
● Customs House Agents and Freight Forwarders
● Shipping Lines and Terminal Operators
● Warehouse Operators and other logistics providers
Applicants must meet the eligibility criteria outlined in the Sri Lanka Customs AEO guidelines and undergo a transparent validation process.
AEO Tiers
The programme operates under a two-tiered recognition system:
● AEO Tier I – for businesses beginning their journey as trusted partners.
● AEO Tier II – for businesses that demonstrate the highest level of compliance and supply chain security.
This tiered structure ensures inclusiveness while rewarding operators who maintain strong standards of compliance and security.
Benefits of AEO
Authorized Economic Operators enjoy a range of facilitation measures designed to make cross-border trade faster, more efficient, and predictable. These include:
● Priority processing in Customs clearance and cargo examinations.
● Dedicated service channels at Customs units.
● Reduced physical inspections, with reliance on risk-based assessments.
● Faster dispute resolution in valuation, classification, and related matters.
● Recognition as a trusted trader, both nationally and in line with international standards.
Oversight and Continuous Improvement
The AEO programme is managed by a dedicated team within Sri Lanka Customs, with oversight from the Authorized Economic Operator Committee (AEOC). Continuous monitoring and evaluation ensure that the program remains transparent, fair, and beneficial to all stakeholders.
Transition from Previous Schemes
With the full rollout of the AEO Program, earlier facilitation schemes such as the Green Channel and Fast Track programme are being phased out. Traders are encouraged to apply for AEO status to continue enjoying facilitation benefits under the new, internationally recognized framework.
