Central Investigation Directorate

Central Investigation Bureau (CIB) of Sri Lanka Customs Department was established with a view of centralizing all customs investigations and maintaining Central Case Register (CCR). DO PL 456 Issued in this regard is attached at annex 1

Existing CIB was upgraded to a directorate with the implementation of new organizational structure with a view of centralizing all customs investigations under one directorate that functions under Enforcement Cluster, in order to conduct investigations efficiently and effectively in professional manner. However, the following directorates and units will be allowed to handle investigations (provided that they are registered in CCR) for the purposes indicated against them.

Background

Existing CIB was upgraded to a directorate with the implementation of new organizational structure with a view of centralizing all customs investigations under one directorate that functions under Enforcement Cluster, in order to conduct investigations efficiently and effectively in professional manner. However, the following directorates and units will be allowed to handle investigations (provided that they are registered in CCR) for the purposes indicated against them.

  • Revenue Task Force (RTF) as per DOPL 856 (Annex 2)
  • Preventive Directorate – as done at present subject to DOPL 733 (Annex 3)
  • Narcotic Branch – only with regard to narcotic cases
  • Biodiversity Branch – only with regard to the biodiversity cases
  • International Airports, Air Cargo, all the out-ports and examination branches/units – cases that do not need further and comprehensive investigations
  • Other Directorates – cases where administrative penalties involved

Structure of the Directorate

It is also expected to continue with Central Case Registration more efficiently than done at present. In addition, all reward distributions will be handled by this directorate.

 

Objectives

  1. Centralize all Customs investigations and conduct them in a professional manner
  2. Maintain Central Case Register more efficiently and effectively through automation and
  3. Centralize reward distribution and attend them in a transparent manner

Major Functions

Customs detectives should maintain absolute probity of public life

  • Detection and investigation into Customs violation
  • Investigation into the cases detected by other directorates (other than those indicated under “Central Investigation Directorate” in introduction chapter)
  • Maintaining Central Case Register (CCR)
  • Monitor the progress of the investigations conducted by all other Directorates
  • Update the finalized cases in CCR
  • Distribute rewards of all finalized cases in the Department
